Harris County is named for John Richardson Harris, an early settler of the area. As of 2000 U.S. Census, the county had a population of 3.4 million (with 2005 estimate placing the population at almost 3.7 million), making it the most populous county in Texas and the third most populous county in the United States. Its county seat is Houston. Harris County has a total area of 1,778 square miles.

Harris County’s Business Incentives
• Foreign Trade Zone
Harris County features several Foreign Trade Zones (FTZ), mainly located around the Port of Houston and the Houston Ship Channel. These secured, specialized areas are considered outside the customs territory of the United States. Foreign and domestic merchandise may be admitted without formal customs entry for the payment of government excise tax.

• Freeport Tax Exemption
Several jurisdictions in Harris County have chosen to allow the Freeport Tax Exemption to qualifying businesses. By definition, Freeport goods are inventories acquired or brought into the state by business and held for no more than 175 days before being shipped out of state.

• Property Tax Abatement
Harris County tax abatements have been developed as a value-added tax abatement program. Companies wishing to apply must apply first to the city in which their project is located concurrently with the Harris County Economic Development Division. If the project is located outside of a municipal jurisdiction (or within an ETJ), then the project may apply directly to Harris County. Minimum project qualifications are $1 million in investment and 25 jobs.
