Regional Model

The Bay Area Houston Economic Partnership (BAHEP) is a regional economic development organization that encompasses 13 communities and two counties within the Houston (TX) metropolitan area. The region’s size, complexity, diversity, and history have led to three important considerations for success.

A regional approach to economic development means that BAHEP must:

  1. Respect the ‘territory’ of all the members and constituencies represented across the region;
  2. Add value to business development, community development, quality of life, and regional collaboration above and beyond the efforts of individual members and constituencies; and
  3. Maintain the trust of all the members and constituencies.
The diagram illustrates the relationship between BAHEP and its many constituencies. In addition, the diagram shows BAHEP’s role in developing strong, vibrant communities, with robust business environments and an alluring, sustainable quality of life.

To understand what each of the elements represents, please refer to the BAHEP Strategic Plan 2012-2016. The strategic plan and the regional model are aligned so that BAHEP can act decisively and collaboratively in the interests of the economic and community development issues that the region faces.
